"Wet" is  human-generated word. Merriam-Webster states the "wet" defines to "consisting of, containing, covered with, or soaked with liquid". Water consists of water meaning that as a liquid it is "wet". 

Some argue that it makes items/objects "wet", but the human definition says otherwise.
